The "gold" or "silver" on tradition paper money is usually made of tin. Modern machine-made paper money either used aluminium or gold-paint rather than tin.

I can say NON of them are effective.
Reason, after joss-paper being burnt off (no matter what are being place onto), the papers will just turned into a form of "energy" to any of the Deities. Such energies come from the sincerity of the devotees/prayers.
If a person who is rich enough to encase a diamond on the paper, the result will will still be the same as using just a blank piece of paper.
