This is what I know bout Black Command Flag from my Master 'man'
Heilingqi is a Deity's flag, placed in front or back of a temple as a sign that the temple is dwelled by Deity (or Deities). For Deities in Heaven is also connect each one another. In major/big temple the Deities will recognized it by the presents of Three Spirits (Spirits of Happiness, Blessings, and Longevity aka Fulushou/HoklokShou) or with the presents of seven storied Pagoda.
Besides as a Deities' Flag, generally Heilingqi have 3 fungctions:
1. To invite/ask the Deity for help
If you want to invite/ask the help of the Divine Spirits, light one incense/joss stick, pray facing the Heilingqi, then placed it on top of the Heilingqi. This way is more faster than if we use usual way of inviting.
There's also some experts who also presents 3 cups of tea as an offerings for the Deities that passing by.
2. To invite and places Five Camp Generals
Either General & army from Heaven or from Netherworld can be placed on Heilingqi. If it's placed by Divine General from Heaven we can use Gold Joss Paper/KimChua. If it's from Netherworld, Silver Joss Paper/GinChua. So with seing whether it's KimChua or GinChua we can know it is sitted by Wuying.
With this way, it can replace the old way of offerings to Five Spirits Flag and Five Camp Generals Head Statues. Five Spirits Command Flags Are East, South, West, North, & Center.
The five colors and their meaning:
White: Heavenly Army
Red: Thunder Army
Yellow: Ten Divine Marshal
Green: Dharma Protectors (Hufa)
Black: Netherworld Army
There's also some people who use Green flag to invite/represents Deity Liuding & Liujia. The functions doesn't have much different, to protect & observe the Altar.
Point to Ponder: The Bamboo leaves on the tip of the pole dont be disposed all. Bamboo leaves can help contains the Divine Spirits.
3. For Cleansing/Purifying & Opening the Way.
When the Deity is inspecting out on a sedan chair, every place that gonna be passing by the Deity is first be cleansing by Heilingqi.
Purpose is to swip away all bad/dirty entitie so it's not disturb the Deity's inspections.
Usually someone is holding the Heilingqi before the Deity's sedan chair and swing it to lef and right as an act of swiping bad entities & opening the Deity's way.
Heilingqi is made of a Bamboo as a pole, with a square-shaped or triangle-shaped black cloth. The cloth is inscribed with the Talisman for inviting Deities or the the Talisman for Cleansing/Purifying. There's also Heilingqi that only inscribed with only single Character "Order" (Ling).
The Flag and the Bamboo Pole must be enhanced first before using it as Heilingqi. If not, it's just an ordinary flag without spiritual power.
It can be said that Heilingqi is also a Spiritual Flag.
Giving the spiritual power of Heilingqi is very important. The Charisma of Heilingqi is depend on big or small of it's spiritual power given while enhancing ritual.

Hmmm, the Hei Ling Qi you mentioned here is only one of the many types.
The one we usually see here in the Sintuas or Temples is the one with the minimum task to perform, that's what we called as Vanguard or Reporting Officer for the main Deities.
On big days, this Flag will help to gather the necessary Armies around, etc.
Whereas another type of Hei Ling Qi, we will called it Bei Ji Xuan Di Hei Ling Qi.
This flag represents Xuan Tian Shang Di. So when you invite this flag into the temples or sintuas, it will help to summon the 36 Generals, Liu Ding Liu Jia or Ba Sha Jiang Jun to guard on the venue (again, not all of them will be there, they might come here in batches or shift).
This flag is not common in S.E.A.

Yes Bro, I only told the general use of Heilingqi. About Liujia & Liuding I also mentioned too right? :P
The effectiveness of Heilingqi is also depend on the Spiritual Ability/Power of person who made it.
The one with high Spiritual Power/ability can invite/summon Heroes or Figure that sacrificed their lifes for the sake of people.
One with lower ability can inveite/summon spirits of wise people, public figures, & Charitable men.
One with less ability can invite/summon wandering spirits (Ku Hun) or one's family's elders/ancestors.
There's also another way to make a powerfull Heilingqi whose Spiritual Energy cannot be underestimate.
It's use a brave/courage young man spirit who just died in an accident. If you can invite and place it on Heilingqi, it Spiritual Power cannot belittle.
Here is the method:
Using 7 piece of Gold Joss paper/Kim Chua. When there's an accident & there's a victim died, use the Kim Chua pieces to absorb the blood that spilt.
Then Worshipped it on the ancestral altar until midnight (00.00 o'clock). On that time, Recite Mantra for Summoning Spirits. Keep worship it until 49 days.
After 49 days, burn all the 7 pieces of the Kim Chua. Then Passing the Heilingqi several times above it fire. While doing that, recite the Mantra for Summoning Spirit.
point to ponder:
If you do this method, dont forget to first cleansing the spritual body of the spirit you summon with cleansing/puryfying Talisman.
If not, it appeareance will be the same like whe it dies. This will scared someone who by chance or accident seing it appeareance :P

As for this one, we dont practise, cos in Taoism, we cant use any un-natural energy to make any Taoist Weapons or instructment.
For Main Stream Taoism, we can only make use of the natural energies that occur or exist in this realm to enhance one's power or spiritual energy.
All Taoist Priests will have to make vows in-front of our Master, Ancestor Masters, etc, of not taking one's life nor any one to kill him/herself for any Rituals/Ceremonies or any events.
But in Folks Belief/Sects/Schools, such moves are very common.
PS: for a Priest or a Spiritual Leader to practise such actions, we wont get the necessary blessings from Heaven, instead, we will be punished seriously and severly.

This practice is very common in Folk Religion/belief. We Daoist shouldn't practice such art. But we must have a lot of knowledge bout it :)

Yup, definitely we need to know abt that, cos it will help us in our Cultivation and passing down of knowledge to the next generation.
