welcome to this tutorial on how to make great scanlines.

start with ctrl+n for new image
and choose 5x5px and transparent, as shown below

zoom in as far as you get, right click the "brush tool"and select the "pencil tool"

make sure you have a 1px size brush, usually its preset, so if you never tuched it, dont worry about it.

click some diagonal squares, like this:

now go to Edit>Define Pattern

choose a name, like "scanlines"

then click "OK"

to load your pattern, go Layer>New Fill Layer>Pattern

now, you get a new box up, klick "ok" or play around with the settings, but for the first time, just click "ok".
Do the same with the seccond box.

now, change "Opacity" to 10-15%

and your done, you should have something like this:

wow, nice tut Andre. i use it all the time now, and have made several patterns, i used it in my sig, and thats the bets sig ive ever made. :) thanks!
