ok i tried putting in a good picture and its small enough but it wont let me put it on there or it will shrink it to like tiny size

Where are you trying to put it?

the pic has to be 150 pixels by 200 pixels it will resize it to fit that. If you upload the image then it has to be smaller then 25 kb. But from what I got it is just scaling your image down to 150 x 200. There is no way around that useless an admin made the size bugger, but if it is saying that your file size is to large then there are ways to get around that.
